G20 서울 정상회의에 대한 공동행동주간을 선포하며
 

G20서울정상회의가 며칠 앞으로 다가왔다. 정부는 마치 ‘새마을운동’ 시대로 돌아간 것 같은 대대적인 홍보 캠페인을 벌이고 있다. 하지만, 정부는 정작 G20에서 무엇이 논의되는지, 그러한 논의가 우리에게 어떠한 영향을 미치는지는 알리지 않고 있다. 다만 G20의 경제적 효과를 부풀리는 데만 신경 쓰고 있을 뿐이다.  

「G20대응민중행동」은 지금까지, G20정상회의가 논의만 무성할 뿐 제대로 된 금융규제를 전혀 도입하지 않고, 위기를 불러일으킨 투기자에게 책임을 물을 수 있는 최소한의 방안인 은행세, 금융거래세 등 금융규제방안에 대해서 합의하지 않은 것에 대해 비판해 왔다. 우리는 경제 위기를 초래해 수많은 수람들에게 고통을 안겨다 준 금융 자본을 통제하고, 투기자에게 과세하여 민중복지 확대에 사용할 것을 촉구한다.  

G20은 구조조정 프로그램을 강요해 전 세계 민중들에게 고통을 가한 IMF를 근본적인 평가와 개혁 없이 복권시키고 있다. 또한 금융통제․빈곤해결․기후변화 해결․일자리와 복지 확대 등 경제·사회적 위기를 해결하기 위한 근본적인 대책을 전혀 내놓지 않고 있다. 오히려 캐나다 토론토 정상회의에서 G20 정상들은 긴축정책을 합의하였는데, 이는 최근 프랑스 사례에서 볼 수 있듯이, 사회복지 축소, 일자리 삭감 등을 가져와 전 세계 노동자·민중에게 추가적으로 고통을 전가할 것이며, 세계경제를 더 깊은 나락에 빠뜨릴 수 있다.  

이명박 정부는 G20 정상회의 의장국으로서 선진국과 개도국의 가교를 잇기 위해 ‘빈곤과 개발’을 주요의제로 다루겠다고 밝히고 있다. 하지만 한국 정부의 구상은 ‘경제 성장’의 측면만 강조하고, 상대국의 민주주의, 인권, 환경, 양성평등과 같은 가치를 부차적인 문제로 여겨 과연 저개발국들에게 지속가능하고 균형 잡힌 개발효과를 제공할 지 의문이다. 

또한 우리는 서울정상회의 의장국인 이명박 정부가 G20을 빌미로 민주주의와 인권·노동기본권 탄압하고 있는 데 강력히 규탄한다. ‘G20 경호 특별법’을 제정해서 집회·시위의 자유를 가로막고, 이주노동자와 노점상, 노숙인을 거리청소 하듯이 단속하고 있다. 최근 베트남 이주노동자가 단속 과정에서 사망한 사건은 정부의 탄압이 어느 정도 심각한지 적나라하게 보여주고 있다. 우리는 어떠한 국가 행사도 민주주의와 인권 위에 있을 수 없음을 분명히 한다.  

G20 정상회의는 세계 경제·사회위기를 해결하는 데 실패하고 있다. 진정한 위기 해결을 위한 대안이 되기 위해서는 민중을 중심에 두고, 이들의 삶을 지속가능하게 하는 방향에서 이들의 주체적 참여를 통해 설계되지 않으면 안 된다. 이에 「G20대응민중행동」은 세계 경제 위기에 대한 다른 대안을 모색하고, 요구하기 위해 11월 6일부터 12일까지 공동행동주간을 선포해 다양한 활동을 전개하고자 한다.  

우리는 11월 7일부터 10일까지 예수회센터(마포구 신수동 1-29, 서강대옆)에서 서울국제민중회의를 개최하여, 금융규제, 기후변화, FTA, 빈곤․개발 등 의제별 워크숍과 노동자대토론회 등 총 17개의 포럼을 진행할 예정이다. 이 자리는 한국과 세계의 노동․시민사회운동가들이 모두에게 이로운 사회를 만들기 위한 대안과 입장을 논의하는 장이 될 것이다.  

G20정상회의가 시작되는 11월 11일에는 세계에서 모여든 노동조합 및 시민사회단체 대표자들과 함께 “사람이 우선이다! 경제위기 책임전가 G20 규탄 국제민중공동행동의 날” 집회와 행진을 서울역 광장에서 개최할 것이다. 또한 11월 7일에는 서울광장에서 “노동기본권 사수! 노동법 재개정! 비정규직문제 해결! G20 규탄! 전국노동자대회”를 진행할 예정이다.  

11월 12일 오전에는 파리 G20정상회의에 어떻게 대응할 것인가를 논의하는 “파리로 가는 길 - 전략회의”를 개최할 것이다. 우리는 G20서울정상회의에 국한되지 않고 향후에도 G20에 대한 감시와 비판을 지속할 것이며, 신자유주의 금융세계화 체계와는 다른 세계 질서를 구축하기 위한 노력을 계속할 것이다.

Proclaiming the Start of Our Peoples’ Week of Collective Action

in Response to the G20 Seoul Summit

In face of the Seoul G20 Summit due in just a few days, the South Korean government has launched a full-fledged public relations campaign that is reminiscent of the military dictatorship’s Saemaeul Movement. However, the government has not publicized exactly what issues will be discussed at the summit nor how G20 decisions will affect the general public. It seems merely to focus on exaggerating the economic effects of holding the summit.

Until now, the Korean People’s G20 Response Action (hereunder Korean People’s Action) has criticized the G20 for being full of only empty rhetoric, without being able to adopt effective financial regulations, nor being able to agree on measures such as a bank levy and a financial transaction tax – minimal measures required to make those responsible for the crisis pay. We call upon the G2o to regulate financial capital, which had brought suffering to so many people, tax the speculators and use the revenues to expand welfare.

The G20 is revamping the International Monetary Fund, whose structural adjustment programs had devastated the lives of people all around the world, without any fundamental assessment or reforms. Furthermore, the G20 has not come up with any fundamental measures to resolve the socio-economic crises, including those regarding financial regulation, poverty reduction, climate change mitigation, job creation and welfare expansion. Instead, at the Toronto G20 Summit, the heads of states agreed on austerity policies, which will inevitably make world’s peoples and workers additionally take on the brunt of the crisis, by cutting social welfare and destroying jobs. These policies will only deepen the global economic crisis further.

As the chair of the G20 summit, the Lee Myung Bak government has declared that ‘poverty and development issues’ will be dealt as main agendas, and act as a bridge between developed and developing countries. However, the Korean government’s initiative focuses only on ‘economic growth’, while values such as democracy, human rights, environment and gender equality have been sidelined. Thus, we can only but question whether the government’s initiative will really bring sustainable and balanced development to developing countries.

Furthermore, we strongly condemn the Lee Myung Bak government for using the G20 Summit as an excuse to repress democracy, human rights and fundamental labour rights. It legislated the ‘Special Law on Safe Escort of G20 Summit’, which hinders freedom of assembly and cracks down on migrant workers, street vendors and the homeless, as if ‘cleaning the streets’. No government event can override democracy and human rights.

The G20 Summits have failed to solve the global socio-economic crises. In order for it to truly resolve and become an alternative to the crises, it has to put people first and be re-designed to guarantee full participation of the people so that their lives become truly sustainable. In this regard, the Korean People’s Action will undertake various activities during the People’s Week of Collective Action, from 6th to 12th November, to seek and demand alternatives to the global economic crisis.

From 7th to 10th November, we will hold the International People’s Conference at the Jesuit Apostolic Center (located at 17 Shinsu-dong, Mapo-gu ). The 17 events to be held under the International People’s Conference include thematic workshops on financial regulation, climate change, FTA, poverty & development and other topics, as well as the Labour Assembly. The Conference will provide an opportunity to debate on alternatives and perspectives that benefit workers and the civil society in Korea and around the world.

On 11th November, the day the G20 Summit starts, the Korean People’s Action will hold a rally and march, ‘Put People First! International People’s Day of Joint Action Regarding G20’, together with trade union and civil society representatives from around the world. On 7th November, a National Workers’ Rally will be held, under the slogan, “Protect fundamental labour rights! Revise the labour law! Resolve the non-regular workers issue!”

In the morning of 12th November, “Bridge to Paris: Strategy Meeting” will be held, in order to discuss trade union and civil society’s response to the next G20 Summit in Paris. Our monitoring activities and critique of the G20 will not stop at the Seoul Summit but will continue unto future summits. We will continue to strive for alternatives to the existing neoliberal financial globalization regime.

We strongly condemn the G20 Summit, for making common people pay for the crisis.

We oppose austerity fiscal policies, which will deepen the suffering of workers and the people.

Stop repression on democracy, human rights and labour rights under the pretext of the G20.

Fully guarantee freedom of assembly and demonstration.
